it depends on several people in your group. But expect to may a minimum 16 USD per person for a seafood lunch here.

Can we hire a speed boat from Got pier?

Yes, you can. But try to arrange it in advance during summertime from May to August since it is a high tourist season on Lan Ha Bay for Vietnamese travelers. It might be fully booked. 

How to avoid the crowd in Tra Bau? 

Try to get there before 2pm, because most of the overnight cruise will be there around 3.00pm to 3.30pm. by the time you have done all activities then they come.
